South Carolina's state aid is led by merit scholarships: the Palmetto Fellows Scholarship for top students, the LIFE Scholarship for strong achievers, and the SC HOPE Scholarship for first-year students who do not qualify for the other two. The state also offers the need-based SC Need-based Grant. Merit awards are based on GPA, test scores, and class rank, while the need-based grant uses your FAFSA.

If your student attends college in South Carolina, these scholarships can be worth thousands a year. Here is how they work for 2026-27.

What state financial aid does South Carolina offer?

South Carolina's main programs are the merit-based Palmetto Fellows, LIFE, and SC HOPE Scholarships, plus the need-based SC Need-based Grant, all overseen by the South Carolina Commission on Higher Education (CHE). The merit awards reward academic achievement, while the grant helps the neediest students.

These work alongside federal aid like the Pell Grant. For how the federal pieces fit together, see our complete 2026-27 financial aid guide.

What is the Palmetto Fellows Scholarship?

The Palmetto Fellows Scholarship is South Carolina's top merit award for the most academically talented high school seniors. Students generally qualify by ranking in the top 6% of their class and meeting GPA and test-score requirements, such as a 1200 SAT or 27 ACT. Recent awards are about $6,700 in the first year and $7,500 a year afterward at four-year colleges.

Because it is the most competitive award, you apply through your high school during senior year, and meeting the academic bar is the key.

What are the LIFE and SC HOPE Scholarships?

The LIFE Scholarship is a merit award of up to $5,000 a year for South Carolina students who meet two of three criteria, such as GPA, test score, and class rank. The SC HOPE Scholarship is a first-year-only award for students with at least a 3.0 GPA who do not qualify for LIFE or Palmetto Fellows. Both are used at eligible South Carolina colleges.

These awards give strong students who just miss Palmetto Fellows another path to meaningful aid. Your college's financial aid office administers them based on your record.

What is the SC Need-based Grant?

The SC Need-based Grant is South Carolina's need-based program, providing up to $2,500 a year for full-time students (or up to $1,250 part-time) at eligible public colleges. It helps the state's neediest residents and is awarded using your FAFSA, for up to eight full-time-equivalent terms.

Because it is need-based, file the FAFSA to be considered. For how grants and scholarships fit a full plan, see our guide to paying for college.

How do you apply for South Carolina state aid?

For the merit scholarships, your high school and college determine eligibility from your GPA, test scores, and class rank, while Palmetto Fellows has a senior-year application. For the SC Need-based Grant, file the FAFSA. File early and confirm each program's requirements with your school.

Your step-by-step path:

  1. File the FAFSA for the SC Need-based Grant and federal aid.
  2. For Palmetto Fellows, complete your high school's application during senior year.
  3. Confirm your South Carolina residency and program rules at the SC Commission on Higher Education.
  4. Track your college's own aid deadlines.

Your next step

South Carolina rewards strong students through Palmetto Fellows, LIFE, and SC HOPE, and helps the neediest with the SC Need-based Grant, so know which programs fit your student. Keep your GPA and test scores strong, complete the Palmetto Fellows application if eligible, and file the FAFSA for need-based aid.
